Owners of vehicles powered only by alternative fuel, and unable to use any other fuel, can apply for special plates or use another eligible plate with an alternative-fuel sticker. Factory-built vehicles need a dealer certificate showing the fuel type and emissions class; converted or owner-built vehicles need a certificate from the environmental agency or its agent. The plate or sticker costs $8, except for vehicles registered under section 28-2511; personalized plates have extra fees. Drivers with qualifying plates or stickers can use high-occupancy vehicle lanes alone, subject to an existing legal exception. Using a sticker on a vehicle that does not qualify brings a $350 civil penalty. The department can limit plate issuance or end single-driver lane access, and it must publish maps showing public alternative-fuel stations.
