Manufacturer test plates allow personal trips

Arizona law exempts qualifying manufacturer-owned, unladen trucks and passenger vehicles from registration when they display the required test plates. Manufacturers, full-time employees, permitted users, and designated contractors can use these vehicles. Personal trips are allowed only when a vehicle is assigned for full-time use to the manufacturer, an employee, or a contractor. A contracted and designated operator must keep the assignment record or other proof of the contract and designation inside the vehicle. The exemption does not cover leased or rented vehicles, vehicles carrying more than 300 pounds, work or service vehicles, sold vehicles, or laden vehicles designed to carry cargo.
