New discipline rules for beauty licensees

The Arizona Barbering and Cosmetology Board can investigate reports and start investigations on its own. People who report concerns in good faith have civil immunity. The Board can dismiss a case, issue a letter of concern, or set probation; serious cases can lead to formal discipline. Licensees and registrants must answer charges within 30 days, or the Board can treat the charges as admitted and act without a hearing. The Board can recover reasonable investigation and hearing costs from violators, then use that money for enforcement; final decisions are subject to court review.
