Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Clearer costs for home energy buyers

On-site energy sale, lease, and financing contracts must summarize lifetime financing, maintenance, construction, and operating costs. Required disclosures must be bold, with the buyer's or renter's acknowledgment and initials. A major part's warranty ending before the agreement requires separate acknowledgment. Contracts and sales presentations must support the methods used to estimate savings, compare utility rates, or project utility charges. Contracts must also include a separately acknowledged, bold, all-capital warning that utility rates and tax incentives can change.

Solar lease payments wait for connection

Recurring payments for a leased on-site energy system cannot start until all three operating milestones are met. The local utility must approve the system, the system must be energized, and it must be connected to the utility.

Solar roof protections and homeowner costs

Solar installers must follow local fire, safety, wind, load, structural, seismic, and building rules, plus other applicable installation requirements. Licensed contractors must check roof strength before installation; installing means accepting the roof surface and responsibility for installation-caused roof repairs. Contractors face discipline for failing to meet the roof requirements. Before signing a residential solar purchase or lease, customers must acknowledge that roof work may be needed during the agreement. They pay related system removal and reinstallation costs unless the contractor registrar finds initial installation caused the damage or the roof work results from a law violation; the acknowledgment must also warn that removal and reinstallation may affect warranties and the original contractor's liability.
