New broadband districts for farms

People, businesses, or organizations in counties with more than 200,000 and fewer than 210,000 residents can petition to form a broadband district. The district supports broadband for agricultural purposes and can manage projects and funding. Each district has a board of 5 to 7 members that keeps records and tracks project results. The board must send an annual financial and progress report to district members and the county board at least 60 days before each fiscal year starts.

Districts cannot connect homes

A broadband district cannot build the last part of a network that brings service to homes. The law does not name another provider or say how many households this affects.

Broadband districts face funding limits

Districts can use government or private grants and fees from people who choose their broadband service. They must use service fees to operate and maintain that service, and the law sets no fee amount. Districts cannot impose new taxes, but may collect and send in taxes that already apply. District property and revenue are exempt from taxation.
