Bill Overview

Analyzed Economic Effects

4 provisions identified: 3 benefits, 1 costs, 0 mixed.

Liquor sponsors gain concert access

Through June 30, 2027, liquor producers or wholesalers may sponsor and advertise with a licensed on-sale retailer at a concert. The temporary venue space must hold more than 1,000 people and be next to a multipurpose facility. The provision is repealed after December 31, 2027.

More first-time horses can race

In 2025 and 2026, the gaming department may allow a first-time starter horse to race with gate approval and at least two timed workouts. One workout must be out of the gate within 60 days before the race. The rule is repealed after December 31, 2026.

Unarmed combat fees fund oversight

The commission deposits unarmed-combat license fees into a dedicated account for regulation. This changes where the fees go, not household payments or eligibility.

New assessment on commercial race pools

In fiscal year 2025–2026, Arizona charges an added assessment of 0.5% on live and simulcast race wagering handled by commercial permittees. It covers in-state and out-of-state wagers and comes from pari-mutuel pools, in addition to other allowed deductions. The assessment may leave less money for bettor payouts.
