Fire departments get system grants
Arizona municipal fire departments and fire districts can apply for grants to fully fund a qualifying secure incident system for three years. Grants are first come, first served. The program ends after June 30, 2027, and unused, uncommitted money returns to the state general fund.
Area A emissions fees stay level
During fiscal year 2025–2026, Area A vehicle emissions test fees stay at their June 30, 2025 level. The law does not state the fee amount or a household’s savings.
Arizona funds water rights legal work
Arizona creates a continuously available fund for lawsuits about the state’s share of Colorado River water and related rights. The Department of Water Resources cannot use it to start a lawsuit against an entity entitled to Arizona’s share. In fiscal year 2025–2026, the state commission can also use money already appropriated from the Arizona Water Banking Fund for legal fees.
Border areas get sewage cleanup funding
The Arizona Department of Environmental Quality can use up to $6,531,000 in fiscal year 2025–2026 for agency costs and sewage cleanup in Naco and other Arizona border areas. The law does not provide direct household payments.
Delayed land applications get review option
When the commissioner expects the State Land Department cannot act on an application within 60 working days, the commissioner can choose a qualified outside reviewer. The reviewer must report findings to the Department and applicant. This option does not guarantee a faster decision.
Game and Fish fund can keep more
The Arizona Game and Fish publications fund can keep up to $250,000, up from $80,000. Any amount above $250,000 goes to the Game and Fish Fund.
Hazard fund follows federal guidelines
Arizona must use its hazard mitigation fund under guidelines from a named federal law. The law also removes a fiscal-year limit on the fund’s use. Residents do not have to take action.
Nuclear emergency response gets funding
The state provides $2,667,991 for nuclear emergency response in fiscal year 2025–2026 and $2,761,339 in 2026–2027. The money supports state and local agencies assigned work under the off-site response plan. It is not a direct household payment.
Water agency gets administration grant
The Arizona Water Protection Fund Commission can give the Department of Water Resources up to $336,000 from unused fund money. The grant can cover the Department’s administrative costs incurred in fiscal year 2025–2026. It is not a direct household payment.
Farmers can apply for water-saving grants
Eligible farm landowners, trust-land owners, and lessees can apply for grants for technology that improves water use through better soil health. They must have farmed the land or committed it to intentional water conservation in three of the previous five calendar years. The technology cannot require nonnative soil amendments or irrigation infrastructure upgrades. The pilot ends after December 31, 2028.
Water quality fund loses planned transfer
The state pauses an $18 million transfer from the general fund to the Water Quality Assurance Revolving Fund for fiscal year 2025–2026. The law does not say how this changes cleanup work or household costs.
Nuclear power groups face higher assessments
Each qualifying group building or operating a commercial nuclear power station in Arizona faces an assessment of $2,667,991 in fiscal year 2025–2026 and $2,761,339 in 2026–2027, plus applicable interest. The law does not say whether utility customers will pay more.
