Bill Overview

Analyzed Economic Effects

4 provisions identified: 2 benefits, 1 costs, 1 mixed.

African-American communities get project help

The Arizona Office of African-American Affairs helps state and federal agencies work with African-Americans to set shared goals, plan projects, and carry them out. The law sets no specific payment or funding amount for this assistance.

Federal money supports essential services

Arizona must deposit unrestricted federal money received from July 1, 2025, through June 30, 2026, into the state general fund. The money must pay for essential government services, and the rule applies retroactively from after June 30, 2025.

Private money barred from state jobs

Arizona agencies cannot let people serve as state officers or employees when private money pays any part of their compensation for official duties. The rule does not cover the Department of Public Safety, the Department of Environmental Quality, or public universities under the Arizona Board of Regents.

Arizona changes rainy day fund rules

For fiscal years 2025–26, 2026–27, and 2027–28, lawmakers do not have to put money into or transfer money from the budget stabilization fund. In 2025–26, the fund can exceed 10% of general fund revenue, but the State Treasurer cannot transfer its surplus to the general fund.
