County smoke plans and services

Each county must, before its next emergency plan update, adopt a smoke plan using the state guidance. Counties must name a lead agency for each task. They must set rules and locations for clean‑air respite sites and measure if they work. Plans must show how to quickly send help and how to tell the public what to do. Plans must also include a way to give masks, air purifiers, medicines, and oxygen to people with lung disease or breathing symptoms. Two or more counties may use one regional plan if each board of supervisors approves it.

State smoke plan and guidance

The Department of Public Health creates a statewide plan for smoke and bad air. The plan covers making and distributing masks and other protection, and how to teach people to use them. It tells people what to do when the Air Quality Index is high, the health risks, and where to get help, including oxygen or respiratory medicines. It sets best ways to reach vulnerable groups and defines when an event is “significant.” The department works with many agencies and experts, finishes by June 30, 2027, posts it within 7 days, and sends it to officials within 14 days. The plan adds to materials the department already made for counties.

Reimburse local agencies for mandates

If the Commission on State Mandates finds this law creates state‑mandated costs, the state reimburses local agencies and school districts under existing rules. Reimbursement only happens after that formal finding.

Public access to local smoke plans

After a county or regional plan is approved, the county sends it to city and county leaders, local and state public health heads, and the state emergency services director. The state posts each county or regional plan online within 14 days of getting it. This makes local smoke plans easy for residents and partners to find.
