More funding for primary care training

The law funds primary care training and loan repayment. It provides up to $18.667 million for existing residency slots, $3.333 million for new slots at existing programs, and $5.667 million for slots at Song‑Brown teaching health centers. It also sets aside up to $3.333 million for newly accredited programs, and if none are established by June 30, 2027, unspent money shifts to new slots at existing programs. Up to $333,000 supports the State Loan Repayment Program. The California Medicine Scholars Program gets $2.8 million each year on an ongoing basis. These workforce funds can be used through June 30, 2030, and an advisory workgroup—mostly community health workers and Promotores—continues through June 30, 2026 to guide workforce policy.

More family planning grants and privacy rules

The law provides up to $90 million in grants to family planning providers for family planning and related services. Only licensed community clinics can receive funds. Clinics must provide family planning services and prove they lost federal funding on or after July 4, 2025. The health department sets how the money is split and requires applicants to justify the amount they request. Up to $1.5 million may be used to run the program, including hiring a third‑party administrator. Contracts, grants, and related information are confidential and not public under the California Public Records Act, and some procurement rules do not apply so grants can move faster.

Local clinic and youth mental health grants

The Youth Mental Health Academy receives $2 million to support a Los Angeles cohort. Northeast Valley Health Corporation receives $3 million for infrastructure improvements and expansion. The American Reproductive Centers Fertility Clinic in Palm Springs receives $500,000 for repairs and building improvements. These grants help local providers expand services and facilities, but they are not direct cash payments to families.

Budget flexibility to run health programs

The Department of Finance can move spending authority between two health budget items (4140‑101‑0001 and 4140‑001‑0001) to administer these programs. This flexibility helps the state manage operations and deliver grants on time.
