Local agencies and school districts get paid back if this law creates state‑mandated costs. The Commission on State Mandates must first find that such costs exist. Reimbursement follows existing rules in state law (Part 7, starting with Section 17500).
The law makes tribal financial information given to a public agency for financial help confidential. These records are not public and cannot be inspected. Public agencies must add a clause in contracts with tribes that says the financial information stays confidential. Public agencies can withhold these records under the state’s public records exemptions. These rules apply in every city, including charter cities. Covered help includes grants, cooperative agreements, donations of property, direct appropriations, food commodities, and other aid.
