The law sets clear deadlines for permit decisions after a lead agency approves a project. For most projects, a responsible agency must approve or deny within 180 days after lead approval or after it accepts your complete application, whichever is later. For the project types listed in Section 65950(a)(2) or (3), the deadline is 45 days. If the responsible agency is the Coastal Commission or the San Francisco Bay Commission for those project types, the deadline is 90 days. If the responsible agency is the State Water Board or a Regional Water Board and you need an individual waste discharge permit or a federal water‑quality certificate, the deadline is 90 days. These rules apply in all cities, including charter cities.
When the lead agency’s decision to deny your project becomes final, your applications with other responsible agencies are automatically withdrawn. You do not need to withdraw them yourself, but you may lose processing time or fees you paid.
