New reporting rules for electric and gas utilities

The law requires California electric and gas utilities to file detailed data in each general rate case. Reports must show the last case’s authorized amounts and test-year escalations, plus 10 years of actual spending split by labor, nonlabor, capital, and expense. Utilities must list 10-year counts of assets installed, repaired, or replaced, and show 10 years of authorized and actual returns and return on equity. For distribution capacity, they must reconcile prior forecasts: which projects were done, planned, carried forward, or canceled with reasons. They must also break down any pending capital costs above prior levels or not previously found reasonable. These duties are enforceable under existing Public Utilities Act penalties.
