If a court finds an at-large system or map violates, or likely violates, the law, and the order is enforced during an appeal, the losing jurisdiction must reimburse county elections officials for the actual costs to run those changes. The duty covers costs from enforcing the trial court’s judgment and any orders during the appeal. This does not apply to cases started on or before January 1, 2026.
When a court finds an at-large system or map breaks, or likely breaks, California voting laws, filing an appeal does not automatically pause the fix. The trial court or an appeals court can still order a stay. The Secretary of State can file a certification to seek a pause if needed for the orderly running of statewide elections. These rules do not apply to cases started on or before January 1, 2026.
