Stricter parole for child torture cases

Torture is punishable by life in state prison. A person convicted of torture cannot get parole for at least seven years. Beginning January 1, 2026, if the offender was an adult who had care or custody of the victim and the victim was age 14 or younger, parole is not allowed until at least 10 years are served. The seven-year minimum remains for all other torture cases.
