On or before June 30, 2028, the State Water Resources Control Board must post all school and childcare lead-testing data online in a searchable format. Results must be shown as numbers, not with the '<' symbol. The site must bold any result above 5 parts per billion and say if a result exceeds the federal action level. It must also explain health harms from lead, including risks to children at even low levels.
Community water systems must track their outreach to elementary schools and childcare centers for lead testing under federal rules. They must list who was served, who got sampled last year, who declined, and who did not respond, plus details of outreach. If a site declines, the system must offer a set list of reasons to choose and record the choice. Systems must send all this information to the State Water Resources Control Board. If the board issues a written waiver for certain sites, systems do not have to collect or report data for those sites. The board can also add more decline reasons and use a policy handbook.
By December 31, 2028, each community water system must state in its annual Consumer Confidence Report that school and childcare lead-testing information is on the State Water Board’s website. The report must include a direct link. This helps families find which sites were tested and see the results.
