Section 1 of this law is operative only if Senate Bill 638 of the 2025–26 Session is enacted. Until SB 638 is enacted, the council and its duties in Section 1 do not start. This condition decides whether the council’s work and timelines take effect.
Within one year of its first meeting, the council must sign agreements to use key data. One agreement is with the Labor and Workforce Development Agency to share labor market and workforce data. Another is with the Office of Cradle‑to‑Career Data to use statewide education data and reports. These agreements support joint analysis and planning to align programs with in‑demand skills and jobs. They do not change who gets money or benefits.
The council must adopt a strategic plan by November 30, 2027, and update it. It must publish a work plan by November 30, 2027, or within 120 days after the first strategic plan, with timelines, deliverables, stakeholders, and any workgroups. The council must create a principal advisory committee of K–12, college, workforce, and business practitioners; each legislative leader may appoint two workforce or business members, and the committee must center access and equity. After the first work plan, the council reports to the Legislature and Governor every two years on outcomes and recommendations. A separate faculty‑employer advisory committee is created only if the Legislature later makes a separate appropriation after the 2025 Budget Act item named.
The law creates the California Education Interagency Council in the Government Operations Agency and an Office to run it. The Governor appoints an executive officer who reports to the Secretary of Government Operations and is exempt from civil service. Members are specified state and higher‑education leaders; a designee must report directly to the member, and only one nongovernmental representative may serve. Members serve without pay but get expense reimbursement, and meetings must follow the Bagley‑Keene open‑meeting law. The first meeting is on or before June 30, 2026, and then at least every six months.
