Toll-free access for emergency vehicles

The law exempts marked emergency vehicles from tolls on toll roads, bridges, highways, and high-occupancy toll lanes. The vehicle must show an exempt California plate, a red or blue warning light, and agency ID or the word "Ambulance." It must be responding to or returning from an urgent or emergency call, in an urgent response, or covering a station for an active emergency, and the driver must decide the toll route will likely improve response time. Urgent means an immediate public-safety incident that does not require emergency lights; personal, commute, training, and admin trips do not qualify. When returning from a call, the vehicle is not exempt while using a high-occupancy toll lane. Other Vehicle Code limits do not restrict these exempt trips.

Billing and records for emergency tolls

If a toll operator bills an exempt trip, the fire chief, police chief, sheriff, agency head, or ambulance CEO (or a designee) can send a written certification instead of payment, and the operator must accept it. If the operator believes a trip did not qualify, they can make a written request for dispatch records or logs, and the agency must provide or make them accessible. Vehicles that do not meet the law's rules are not exempt and must pay tolls. On request, toll facility owners must make agreements with local emergency service providers. These agreements set use terms and can include toll exemptions, cover only the named provider, and if ended, the statute’s baseline rules still apply.
