The Commission on Teacher Credentialing has 15 voting members; the Governor appoints 14 with Senate approval, and the Superintendent is a permanent member. Seats include six practicing public K–12 teachers (one may be a child development permit holder in a state-funded preschool), one services-credential employee (not administrative), one school district board member, one early childhood higher-education faculty member, three public representatives, one school administrator, one certificated HR administrator, and one college faculty member. Public representatives cannot have worked in a certified K–12 job or served on a district board in the five years before appointment. There are three public representatives until the first public-member vacancy on or after January 1, 2026; after that there are two, and the Governor fills the early-childhood faculty seat. Except for the public representatives and the Superintendent, members lose their seat if they leave the qualifying California job. No more than one member may come from the same school district or college campus. Terms remain staggered, and each appointment ends on November 20 of its expiration year.
