Dealers banned from selling convertible pistols

Starting July 1, 2026, licensed California gun dealers cannot sell, offer, give, or transfer semiautomatic machinegun‑convertible pistols. Exceptions include inventory delivered before January 1, 2026; sales to listed law‑enforcement and military; private‑party sales processed through a dealer; service or repair by gunsmiths; transfers to other licensed dealers or to federally licensed manufacturers or dealers outside California; returns after safekeeping or a temporary prohibition; transfers to forensic labs; and sales to authorized active or reserve peace officers. Breaking the ban brings rising penalties: up to $1,000 for a first violation; up to $5,000 and possible license suspension or revocation for a second; a third is a misdemeanor and causes license revocation. The Department of Justice issues rules to enforce these requirements.

Converters and some pistols count as machineguns

The law defines a machinegun‑convertible pistol as a semiautomatic pistol with a cruciform trigger bar that can be made to fire automatically by installing a backplate‑replacement pistol converter. It defines a pistol converter as a device that replaces the slide backplate and interferes with the trigger so the gun fires more than one shot per trigger pull; 3D‑printed parts count. Any pistol fitted with a pistol converter is a machinegun under state law. Pistols without a cruciform trigger bar are not included.

Broader rules for firearm accessories and machines

The law expands what counts as a firearm accessory and a firearm‑related product. It treats 3D printers and CNC milling machines sold or marketed to make guns as firearm manufacturing machines. Businesses must use reasonable controls to stop installing and using pistol converters. An alternate text with broader accessory terms takes effect only if AB 1263 is also law by January 1, 2026 and this bill is enacted after it.

Short testing window for modified pistols

A pistol on the state handgun roster on January 1, 2026 that later changed only to become machinegun‑convertible may be retested. The maker or submitter can send it to an independent certified lab before January 1, 2027. If it meets the conditions, it can be added to the roster without some earlier testing steps and on the old timelines.
