The law sets which public horse shows and sales are covered when they take money, goods, or services to enter. For one-day events, coverage applies when a single-class entry fee is over $15 and either no other fees are charged or other fees total over $60. Clubs that charge to join or enter count as public events, and sales that allow consignment are covered; sales only of racing stock are not. Some activities are excluded, including horse races under the California Horse Racing Board, parade competitions, and timed rodeo events held apart from a horse show. Event managers must register the event and collect and send any required fees, and the secretary can raise the $15 and $60 amounts by regulation.
The law bans many drugs for horses at covered events and sales, including stimulants, depressants, tranquilizers, anesthetics, sedatives, corticosteroids, anabolic steroids, drugs that hide other drugs, and agents used to “sore” a horse. The department sets dose limits or maximum detectable levels for permissible substances. Treatment must be therapeutic: a California-licensed veterinarian must diagnose and prescribe; prescription drugs must be given as prescribed; over-the-counter drugs must follow the label. The department can exempt certain oral or topical medicines when they are used for treatment. Anyone responsible for the horse—or who signs the entry blank—is a trainer under the rules, and the chapter applies to horses, mules, and asses.
