More youth justice funding with safeguards

The state funds counties for youth rehabilitative housing and supervision: $39.949 million (2021–22), $118.339 million (2022–23), $192.037 million (2023–24), and $208.8 million each year from 2024–25 through 2028–29 and ongoing. Some allocation parts increase each year with the prior year’s growth in the Juvenile Justice Growth Special Account, and every county gets at least $250,000. By July 31 each year, the Department of Finance sets allocations, and the Controller pays counties by August 31. To receive funds, counties must form a required subcommittee, meet at least twice yearly, approve a plan, and submit it by May 1; the Office reviews and posts plans but cannot delay payments. Counties cannot fund facilities that were illegal to use for confinement, and locals are not required to absorb new 2011 Realignment cost increases beyond what the state funds.

New IHSS county funding rules and shares

The law sets the statewide county IHSS funding base for 2019–20 at $1,563,282,000, with county shares set by the Department of Finance. Beginning July 1, 2020, that base grows 4% each year. When IHSS provider wage or benefit increases are approved, the state pays 65% and counties pay 35% of the nonfederal cost increase, subject to existing caps. If the state loses enhanced federal funding, the county IHSS MOE is adjusted once to reflect 35% of the lost amount. Starting July 1, 2026, if the loss is due to late reassessments, counties must pay 100% of the lost enhanced federal share (with 2025–26 losses split 50/50).

Extra produce dollars for SNAP shoppers

CalFresh shoppers at pilot stores earn extra dollars when they buy fresh fruits and vegetables. The EBT system tracks and lets you redeem these add‑on benefits across authorized retailers with at least a 1:1 match. Benefits do not expire but may be removed under federal SNAP rules, and household accrual limits apply. These benefits are not guaranteed and are paid only if the Budget Act funds them, after any required federal approvals. A new Fund supports at least three pilot grants, including one at farmers’ markets, and the state can use faster contracting. The department evaluates pilots that ran Feb 1, 2023–Jan 31, 2025 and reports to the Legislature by July 1, 2025. The pilot authority ends January 1, 2027.

Team meetings for families in services

Beginning July 1, 2025, counties must hold child and family team meetings for children getting family maintenance services. The department can guide counties by all‑county letters until rules are set by January 1, 2030. This improves case planning and coordination for families.

Quick CalFresh admin funds after disasters

When the Governor or President declares a major disaster, the state automatically provides General Fund money for CalFresh disaster administrative costs. The amount is capped at $300,000 per disaster. This helps keep disaster‑related CalFresh services running.

Changes to adoption assistance payments

For new Adoption Assistance agreements, the law generally pays no more than Tier 1 of Care and Supervision. The department issues guidance for the limited cases when pay can be higher, up to Tier 2. AAP can pay for out‑of‑state residential treatment if an adoptive parent lives in that state and the need existed before adoption, for up to 12 months plus up to 60 transition days. Through July 1, 2027 (or when CalSAWS automation is ready, whichever is later), those payments follow the temporary rules. Starting by July 1, 2027, payments for these placements are capped at the lesser of a Tier 3+ sum or the other state’s rate. Counties begin reporting on these placements September 1, 2025, and final regulations are due by January 1, 2031.
