Beginning January 1, 2027, transit agencies must offer a streamlined recertification for riders with long-term disabilities. You can recertify by phone, mail, teleconference, or online. Agencies may collect only basic details: addresses, phone, emergency contact, mobility devices, disability status and changes, name, and date of birth. They can request a new photo only if one was required at your first approval. You must recertify every five years. Starting June 1, 2027, agencies must use this streamlined process unless they are broadening your eligibility, you are temporarily eligible, service changes could affect eligibility, or your move could change eligibility.
Beginning January 1, 2027, transit agencies can hire contractors to help with recertification tasks. The agency must make the final eligibility decision, not the contractor.
If the Commission on State Mandates finds this law creates state‑mandated costs, the state reimburses local agencies and school districts. Repayment follows Government Code Part 7 rules.
Beginning January 1, 2027, transit agencies may set different recertification processes for riders who do not meet the long-term disability definition. These local processes can be simpler or stricter, depending on the agency’s rules.
