At the next update of K-8 English and English language development materials, the state commission must consider adding teacher resources for newcomer students. These resources help teachers meet newcomer students’ academic and English learning needs. The rule applies during the next adoption or any follow-up adoption.
The law sets clear definitions for the migrant education program. A currently migratory child moved in the past 12 months for temporary or seasonal farm or fishing work. A former migratory child was eligible within the last five years, lives where a Title I Migrant Education project serves, and parents have not removed the child. It also defines who can run a migrant region: county offices of education, groups of districts, or nonprofits that meet state criteria. Average monthly enrollment equals the migrant pupil counts from September through June, divided by 10.
