By January 1, 2027, the department provides an online form for LEAs to signal interest in housing on their land. The department reviews each notice and posts the details online. An LEA that files a notice and asks for help gets advisory technical assistance. Help can come from the department or hired experts. It can cover laws, funding, feasibility, partnerships, zoning, environmental review, and draft agreement reviews and referrals. The department prioritizes LEAs with high-need students, high housing costs, or teacher shortages.
