Stronger privacy for Lifeline customers

The law blocks Lifeline data from being shared with any government or immigration authority unless there is a court‑ordered subpoena or judicial warrant. Agencies may share Lifeline data only as needed to check if you qualify. Aggregated data that does not identify people can be used for reports and program work. You cannot be required to give your Social Security number to apply for or stay in Lifeline. The law also defines who counts as an immigration authority and what counts as immigration enforcement.

Stronger privacy rights for phone customers

Phone companies must get your written consent before sharing your calling patterns, services you buy, credit or financial info, or demographic data. If you consent, you can ask for a list of everyone who got your data, and the company must tell you and explain this right when it asks for consent. You can take back your consent in writing, and the company must stop sharing within 30 days after it gets your notice. You may sue the company and any employees who break these rules. The law also defines access numbers and says lawful process means a court‑ordered subpoena or judicial warrant for these rules.

Lifeline names shared only for outreach

A phone company may give a public utility the name and address of its Lifeline customers only for low‑income outreach. The utility may use the information only for that outreach purpose. The phone company may charge the requesting utility for the cost to search for and release the information.
