The state commission can approve teacher prep programs run by school districts or county offices. These programs can lead to an English learner authorization, a bilingual authorization, or a CLAD certificate. California Teacher of English Learners programs are included. The commission uses the same approval standards it uses for college programs. Local programs gain a new path to these credentials but must meet the same quality checks.
