Insurance study for affordable housing

The law requires the Department of Insurance to study property, liability, and builders’ risk insurance for affordable housing providers. The Department consults with affordable housing groups, insurers, risk pools, captives, and state housing agencies. Insurers must provide requested data; the Department keeps company data confidential and publishes only aggregated results. The study identifies barriers and checks whether tenant income, housing help like Section 8, or affordability rules affect offers or rates. Within one year after funding, the Department sends policy and budget recommendations to the Senate and Assembly insurance committees. The work starts only after the Legislature funds it and ends January 1, 2031.
