Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 0 costs, 2 mixed.

Higher pay and rules for county boards

The law sets monthly pay caps for county board members who attend all meetings: Class 1 $3,000; Class 2 $2,000; Class 3 $1,500; Class 4 $1,000; Classes 5–8 $800. Local officials set the amount up to these caps: county supervisors, or the county board if fiscally independent. If you miss meetings, pay is prorated: cap ÷ meetings held × meetings attended. With a recorded resolution, boards may pay for absences due to duties, illness, jury duty, or a board‑approved hardship. Members get county‑official mileage for personal car use on duty. Pay may rise up to 5% a year with board approval, but voters can reject it.

Higher pay for district school boards

The law sets monthly pay caps for district board members who attend all meetings, based on prior‑year average daily attendance. Caps are: over 60,000 $4,500; 25,001–60,000 $3,000; 10,001–25,000 $2,000; 1,001–10,000 $1,200; 1,000 or less $600; in city‑and‑county districts over 250,000, salary is set by local charter and review. Pay is prorated if you miss meetings, but with a recorded resolution the board may pay for absences due to duties, illness, jury duty, or hardship. Boards can raise pay up to 5% a year with approval, and district funds pay these costs; when a city board governs several districts, each district pays a share like the superintendent’s salary, and city‑fund payments reduce the district charge. For tier placement, prior‑year attendance can be increased by the district’s 1996–97 excused‑absence percent, and new or reorganized districts use the year‑of‑change attendance as the “prior year.”

Pay or credit for student board members

County and district boards may give student board members elective course credit based on equivalent daily instructional minutes. They may also pay a monthly stipend. Each board decides whether to offer these and how much.
