Counties that do not meet the rules for all-mail elections must run a voter education and outreach plan. The plan finds and registers unregistered voters and encourages voting. It must explain online registration and preregistration, vote-by-mail and ballot tracking, options for military, overseas, and disabled voters, and language help. It must also list in-person voting options and key election dates. The Secretary of State and each county post the current plan online, replacing the prior Section 2105 framework.
If the Commission on State Mandates finds this law creates state-mandated costs, local agencies and school districts get reimbursed. Payment follows existing Government Code rules starting at Section 17500. The law does not set a dollar amount.
The Secretary of State provides a template for county outreach plans. County election offices must send any plan changes by October 1 of each odd-numbered year. This sets a common format and a regular update schedule.
