Offshore wind grants for research and jobs

The commission runs a program that funds studies, monitoring, port and transmission planning, and expert reviews for offshore wind. It also gives workforce development grants aligned with state job-training rules and in consultation with the California Workforce Development Board. The commission can accept private and federal money; private donations go into a Private Donations Account and federal money goes into a Fund. The commission can sign donor agreements that match the law, and it does not need the Director of Finance to approve these donations.

New reporting rules for wind developers

An offshore wind entity is a developer with at least 50 megawatts planned, expected impacts to the California coast or submerged lands, and a need for state or local permits. These developers must report to the commission every 90 days. Reports must show total donations, how many groups or tribes got money, the counties where recipients are based, and the types of recipient entities.

Donation records and summaries go public

Records of donations and allocations under this program are public. Each year, the commission posts a website report with statewide totals, totals by county, types of recipients, and how many groups got money. The posted report uses only aggregated data.

Capacity help for tribes and communities

Local communities, local governments, California tribes, and nonprofits chosen by tribes can receive capacity funding. To qualify, they must be geographically, culturally, or economically affected by offshore wind. A coalition can get money only if every member also qualifies. The commission cannot use program money to pay agency costs that those agencies can bill to developers.
