If the state’s Commission on State Mandates finds this law creates state‑mandated costs, local agencies and school districts get reimbursed. Payment follows the normal process under Government Code Section 17500. The law does not set dollar amounts or dates for payment.
Los Angeles Unified keeps state funding that could have been cut under the admin‑to‑teacher ratio rule for 2019–20 through 2021–22. In return, the district must file ratio reports and plans. Earlier reports covered 2011–12 through 2019–20, with updates each year from 2020 to 2022. By September 1, 2023, LAUSD must report ratios for 2011–12 through 2022–23, reasons for any shortfalls, pupil impacts, counts above the required ratio, and a plan to comply by 2025–26. Follow‑up reports are due each September 1 in 2024 and 2025 on the prior year and progress toward the plan.
Paradise Unified is protected from state funding cuts tied to the admin‑to‑teacher ratio for 2021–22 through 2023–24. The law also extends this protection for 2024–25 through 2026–27. By September 1, 2026, the district must send a report on the 2024–25 to 2026–27 ratios. The report must explain any shortfalls, list pupil impacts and staffing counts above the required ratio, and show a plan and progress to meet the ratio by 2026–27. It must go to the Superintendent, the Department of Finance, and key legislative committees and follow state reporting rules.
