Reimbursements for state‑mandated school costs

If the Commission on State Mandates finds this law creates state‑mandated costs, the state reimburses local agencies and school districts. Reimbursement follows Government Code Part 7, starting at Section 17500.

New literacy training for teachers and admins

By January 1, 2028, reading and literacy specialist programs must teach evidence-based reading instruction. Training covers phonics, fluency, vocabulary, comprehension, oral and written language, tiered supports, and dyslexia guidelines, all aligned to the ELA/ELD Framework. By September 1, 2028, administrator credential programs must teach how to support this literacy instruction, with the same alignments. The Commission on Teacher Credentialing confirms programs put these standards in place.

Stronger K–8 reading materials standards

The State Board of Education must adopt K–8 English language arts and English language development materials by January 31, 2027. The materials must follow the ELA/ELD Framework and the state’s dyslexia guidelines. After adoption, the state updates guidance, and districts must follow it and Section 60002 when choosing materials. If a district picks materials the state did not adopt, it must certify they meet these standards. Districts may combine materials so they cover all required parts.
