Grants for 2TGI health and housing

The state created the 2TGI Wellness and Equity Fund and has the health department run it. The fund pays for grants when the Legislature appropriates money. Grants can cover provider training, therapeutic arts, help getting supportive housing, gender‑affirming care, job training, resettlement for 2TGI asylees and immigrants, and outreach for 16–26‑year‑old 2TGI youth. Hospitals and clinics must apply with a 2TGI‑serving group and work with them to design and run the program. Tribal‑serving groups can also apply if they partner with a 2TGI‑serving group, and the grants do not change what insurers or other payers must cover.

Rebate fund for HIV drug costs

The state created an AIDS Drug Assistance Program (ADAP) Rebate Fund in the treasury. Drug‑maker rebates and interest go into this fund. The health department can spend the money at any time to pay for ADAP drug costs, specified HIV prevention programs, and HIV care tied to the 2TGI Fund. This keeps support for HIV medicines and care flowing without budget‑year delays.

Who qualifies for 2TGI grants

The law explains who is covered and who can run programs. A 2TGI‑serving or TGI‑serving group must be public or nonprofit, center its mission on these communities, and serve at least 65% 2TGI/TGI clients. A fiscal sponsor must pass funds through and may charge up to 16% for admin costs. The law defines “transgender,” “gender nonconforming,” “intersex,” and “Two‑Spirit,” and sets “transitional‑age 2TGI youth” at ages 16 to 26. For this fund, health care also includes behavioral and spiritual care, evidence‑based therapeutic arts, substance use and mental health care, and supportive housing to reach other services.
