State office approves veterans' schools

The law creates a state office for veterans’ education inside the California Department of Veterans Affairs. This office, CSAAVE, serves as the state approving agency for schools and training programs. Schools that want to accept veterans’ education benefits must get approval through CSAAVE. The department can make and update rules to match federal veterans’ education rules. The Secretary of Veterans Affairs can sign approvals and must follow the state Administrative Procedure Act.
