Faster, safer campaign filings and disclosures

Committees must file a statement of organization within 10 days with the Secretary of State and a copy with the local officer. The Secretary of State assigns a number and sends a redacted copy to counties; bank account numbers are removed and cannot be required. Committees that qualify after the last pre‑election deadline, and independent spenders who spend $1,000 or more, must file within 24 hours by fax, online, overnight, or in person. When the state receives federal campaign filings, it sends copies to specified county officials, including Los Angeles and San Francisco for statewide federal races.

The state voter guide includes the full text of each measure, arguments and rebuttals, and laws changed. It also includes the Voter Bill of Rights, indexes, artwork, and a plain explanation of the top 10 contributor lists with website details. The Legislative Analyst writes an impartial analysis that shows any state or local cost or revenue changes and adds bond tables when needed. The Analyst also writes short “yes” and “no” summaries near the front. A five‑member public review committee has five days to suggest clarity edits, but the Analyst is responsible for the final text.

Readable, accurate voter guides and review

The guide uses type at least 10‑point, with 8‑point allowed for the full text of measures. The Secretary of State picks the paper and size and signs a certificate that the guide is correct. At least 20 days before printing, the public can examine the copy. Any voter can ask a Sacramento County court to fix false or misleading copy, but only with clear proof and without delaying printing. The Legislature may later add more information to the guide.

Top funders shown on referendum petitions

For statewide referendums, the Attorney General’s summary is followed by “TOP FUNDERS OF PETITION TO OVERTURN THE LAW:” and the three largest funders who gave or spent $50,000 or more to qualify the measure. The Secretary of State picks and prints the list by the date the referendum qualifies. Names may be shortened, appear in a standard font size, and are separated by semicolons.

Refunds of general-election donations if candidate loses

Candidates may raise general‑election funds before the primary if they set them aside for the general. If the candidate loses or withdraws, the campaign refunds donors on a pro rata basis, minus costs to raise and manage those funds. A candidate not on the primary ballot and not a qualified write‑in is not treated as defeated and may transfer funds under attribution rules. Candidates may keep separate primary and general accounts, except where local contribution limits apply.

Spending-limit labels and candidate statements

The voter guides mark which candidates agreed to voluntary spending limits. Statewide candidates who accept the limits may buy up to 250 words in the state guide. State Senate and Assembly candidates who accept the limits may buy up to 250 words in county guides. Statements cannot mention opponents, and candidates who do not accept the limits are not included.
