Court fees capped with oversight

The law bars courts from charging any fee above the court’s cost to provide that service or product. If no statute or court rule authorizes a fee, the court must get Judicial Council approval before charging it. Fee revenue goes to the court that collected it. The Judicial Council must report to the Legislature by Dec 1, 2027, 2028, and 2029 on fees where revenue beat costs, with details for fiscal years 2026–27, 2027–28, and 2028–29.

Easier access to electronic court records

Court records kept in electronic form are viewable at the court, and you can get copies at cost unless the law limits access. You may use your own phone or camera on site to copy records for free unless it would damage records, allow unauthorized access to court systems, require staff help or wired power/internet, or block others. Courts can set reasonable limits to protect records, operations, and historic items, but cannot restrict equipment users more than inspection-only users. Courts can keep records in paper or electronic media, must index and safely store them for required retention, and must review and refresh storage before it becomes obsolete. Copies kept under this law count as originals and can be certified electronically. Many court documents can be signed electronically with full legal force, and content cannot be altered except as allowed by law. Rules for court reporter transcripts and original wills stay under existing rules.
