The law has the Office of Emergency Services and Cal Fire sign a joint powers agreement to run a statewide wildfire mitigation program. The program promotes cost-effective home, business, and public-building hardening and retrofits. It also supports vegetation work, defensible space, and other fuel reduction that helps whole neighborhoods. Cal Fire delegates program duties to the Office of the State Fire Marshal. By July 1, 2026, the Department of Insurance joins the program board as a nonvoting, ex officio member.
