Earlier processing of mail ballots

Election officials can start processing mail ballots on the day ballots are mailed. Ballots must be mailed no later than 29 days before the election. Processing may include checking signatures on return envelopes and updating voter history. Workers can open envelopes, remove ballots, copy damaged ballots, and prepare or machine-read ballots, including write-ins. No vote counts can be accessed or released before 8:00 p.m. on election day.

More public access to mail ballot processing

Processing and counting of mail ballots are open to the public before and after the election. Observers may include a county grand jury member, party committee members from parties on the ballot, and other interested organizations. Officials must give at least 48 hours’ notice of the dates, times, and places for processing and counting. Observers can get close enough to see envelopes and signatures, compare them to registration records, and review signed cure statements. Observers may challenge handling if procedures are not followed, but they cannot interfere or touch ballots.
