Easier independent status for financial aid

The law lets you prove independent status for financial aid with a sworn attestation. CSU, community colleges, UC, and the California Student Aid Commission must accept it as enough for an “unusual circumstances” adjustment. The attestation must be signed under penalty of perjury by authorized school district, child welfare, or probation staff. It must name the official, their title and organization, say they helped you, know your parent relationship, and that you cannot contact a parent or contact would be unsafe. Schools can also accept other adequate documents.

Private sharing of foster or juvenile status

You can ask county child welfare, probation, or your school district to send a sworn attestation or limited proof of your foster or juvenile court status to your college. Public colleges and licensed private or trade schools can receive this. Colleges must keep the info confidential, use it only to help with application, enrollment, financial aid, or support, and share it only with staff who directly help you. They must keep the file for three years after your last term, then destroy it. An intentional improper disclosure is a misdemeanor with a fine up to $500. This proof alone does not automatically make you eligible for services just for foster youth or court wards; normal eligibility rules still apply.
