Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Hourly pay for incarcerated fire crews

Incarcerated hand crew members earn $7.25 per hour while working on an active fire. This pay is on top of any custody credits. The wage rate is reviewed every year. The state prison system and each county must keep formal rules to resolve disputes about money owed for this pay.

Hourly pay for youth fire crews

Wards or youth placed at the Pine Grove Youth Conservation Camp earn $7.25 per hour while on an active fire. The wage is on top of any other credits or benefits. The rate is reviewed each year. The department must keep a formal process to resolve any disputes about money owed.

Faster release credits for inmate firefighters

Inmates assigned to a county conservation camp who qualify under Section 4019 get two days of credit for each day served. Inmates who complete firefighter training or serve as inmate firefighters at state or county facilities also get two-for-one credits. Finishing firefighter training earns an extra reduction in the term, on top of those credits. Only inmates who are eligible after October 1, 2011 can get these firefighter-related credits.
