Cameras are aimed to capture only the rear license plate and the back of the vehicle; notices show only that image and must be mailed within 15 days. Facial recognition is banned, and images and related records are confidential. Photos that do not lead to a notice are destroyed within five business days; other records are kept briefly, and citation info may be kept up to three years. You, or the named driver, can get a copy of your photo. Caltrans sets public data‑use rules (adopted without full APA rulemaking). Contracts must ban selling or monetizing data and cannot pay equipment vendors per ticket; the department keeps control.
Ticket amounts are $50 for 11–15 mph over, $100 for 16–25 over, $200 for 26+ over, and $500 at 100+ mph. These are civil tickets only. They do not add DMV points or trigger license suspensions under this program. If you are indigent, the fine is cut 80%. If your income is up to 250% of the federal poverty level, the fine is cut 50%. You can show proof of income or qualifying public benefits to qualify.
The law lets Caltrans run up to 35 automated speed systems in state highway work zones through January 1, 2032. Cameras only ticket when workers are present and only for speeds 11 mph or more over the limit; notices go to the registered owner. Drivers get clear warning: signs 500 feet to one mile ahead, a 30‑day public info push before start, 60 days of warning notices, and the first 11–15 mph over violation is a warning. Systems alert drivers in real time when a violation is detected, and Caltrans posts active locations and hours online. Equipment is inspected at least every 60 days and independently calibrated at least yearly.
You can ask for a free initial review within 30 days; Caltrans must mail the result within 60 days. If you still disagree, you can request a hearing within 21 days; prepayment is usually required, but Caltrans must allow a hearing without payment if you show inability to pay. Hearings must happen within 90 days and can be by mail, video, or in person; if dismissed, any paid fine is refunded within 30 days. You can appeal to superior court within 30 days; the filing fee is $25 and is refunded if you win, and Caltrans must file the record within 15 days. Stored photos from the system are allowed as non‑hearsay evidence in these proceedings.
