Adults 18 or older can get hypodermic needles and syringes for their own human use without a prescription or permit. A pharmacist or doctor may furnish them for personal use. If the provider already has your past prescription or other proof of medical need on file, you can get syringes without a new prescription. This supports HIV, hepatitis, and other disease prevention.
Possessing hypodermic needles or syringes only for your personal use is not a crime. You are also exempt if used sharps are in a proper disposal container that meets state and federal standards. You are protected when you obtain authorized drug-checking services.
Pharmacies that furnish nonprescription syringes must keep them where only staff can access them. They must counsel you on safe sharps disposal and offer at least one option, like on-site collection, a USPS-authorized mail-back sharps container with tracking, or a compliant sharps container. At the time of sale, they must also give written or spoken information on drug treatment, HIV and hepatitis C testing and care, and safe disposal.
For animal use, a pharmacist, veterinarian, or other licensed provider can furnish needles and syringes without a prescription or license. You can obtain syringes for animals without a prescription when they are for animal care.
