Extra time for student aid after emergencies

The law lets the California Student Aid Commission extend state aid deadlines by up to 30 calendar days. A district superintendent or a college president or chancellor can ask for an extension. The commission must find a qualifying event hurt students’ ability to apply during the application period. Qualifying events include a natural disaster, a Governor- or President-declared emergency, a FAFSA opening delay, or a labor action. The extension applies to all applicants in the affected district or region. The commission can extend statewide on its own for a declared emergency or a FAFSA opening delay. It covers Cal Grant A and B entitlements, the Community College Transfer Cal Grant, Competitive Cal Grants, the Middle Class Scholarship, and other state aid programs.

Faster, clearer process for deadline extensions

The commission can permanently let its director approve deadline extensions. Schools and colleges must submit a formal request within 15 business days after the event, or within 15 business days after it ends. The request must describe the event and its harm, list canceled or delayed outreach events, and include application drop data when available. If approved, the commission sends written notice within 48 hours to state education and budget leaders and the requester. The commission also posts the new deadline and the affected area on its website. Each year, staff report how many extensions were granted, how many late applications came in, which areas got approval, and whether disaster or emergency relief was offered equally across the impacted area.
