Pay you earn as a student member of a school district or county board does not count as income or resources. It does not count for CalWORKs, General Assistance, Medi‑Cal, or CAPI. It also does not count for public college scholarships and grants, like Cal Grant, Chafee, California College Promise, the Middle Class Scholarship, and UC/CSU/CCC grants. This applies only as federal law allows. The social services department can use all‑county letters to run this rule until formal regulations are adopted. For programs it runs, the rule starts once the department tells the Legislature the statewide system can handle it. The department must issue guidance to start automation no later than July 1, 2026.
If the Commission on State Mandates decides this law creates state‑mandated costs, the state repays local agencies and school districts under existing rules. If the Commission makes no such finding, there is no state repayment. The law lists no dollar amounts.
