The law says the state will not reimburse local agencies or school districts under the standard mandate process (Part 7, starting at Section 17500) for costs from this act. Local agencies and school districts can still try any reimbursement remedies allowed under that Part or other law. The statute itself does not provide payment under that process.
Public agencies must give a recognized employee organization at least 45 days’ written notice before issuing an RFP or RFQ, or renewing or extending a service contract that covers represented job duties. The notice must list the expected contract length, scope of work, expected cost, and include a draft solicitation or similar details. It must also explain why the agency says the contract is needed. In emergencies or other urgent cases, the agency must give as much advance notice as it can. This rule excludes many construction and public-works related contracts, and it does not change existing bargaining rights or terms in current MOUs.
