The law creates a center to improve dental care for people with developmental and intellectual disabilities. The Department of Developmental Services must hire a California dental school to run it by July 1, 2027. The contract ends June 30, 2032, and public schools get first priority. Partner schools must be in California and approved by the Dental Board of California or the Commission on Dental Accreditation, and lead faculty must have run teledentistry programs that cut use of sedation or general anesthesia and improved oral health. DDS can sign contracts without some state procurement reviews to move faster.
The program works through up to 21 regional centers. The contractor forms local oral health teams with dentists and allied staff, builds systems in each community, and trains both dental and regional center staff. Regional centers must name a lead, set vendor agreements with dentists, identify people who can benefit—especially those facing long waits for sedation care—collect histories, make referrals, and track progress. DDS sets participation and payment procedures, helps with vendorization, and allows sharing of anonymized results. A statewide advisory group and learning community support ongoing improvement and data tracking.
The program starts only if the Legislature provides funding for it. Without an appropriation, DDS does not implement the program and services do not begin.
