Beginning July 1, 2016, eligible placements get an extra $489 per month when the Legislature funds it in the Budget Act. Beginning July 1, 2026, that $489 amount rises each year by the California Necessities Index.
If you care for a teen parent in a whole family foster home and give the county a shared responsibility plan, your monthly payment goes up by $200. A nonminor dependent parent in a supervised independent living placement also gets $200 more per month after the parenting plan is completed and approved and the responsible adult meets legal criteria. A dependent infant living with a dependent teen parent receives the infant supplement for group homes, and in STRTPs the STRTP infant supplement starting January 1, 2017. When the main foster rate gets a cost‑of‑living raise, these $200 and infant add‑ons go up the same way.
The department sets one uniform rate for each type of licensed foster care facility. Rates rose 6% on July 1, 1998, and 2.36% on January 1, 2000. Rates also adjust each year by the California Necessities Index starting July 1, 1999, with additional cost‑of‑living adjustments in 2000–01 and after when funded. Another 5% increase took effect on January 1, 2008.
If you are a Kin‑GAP relative and you were a whole family foster home right before Kin‑GAP, you get the same caregiver payment in Kin‑GAP that you had in foster care.
When a child lives with a parent who gets AFDC‑FC or Kin‑GAP, or on and after July 1, 2017, ARC, the provider rate includes money for the child’s care and supervision. From January 1, 2012 to July 1, 2017, children living with eligible nonminor dependent parents received the same whole family foster home rate as children living with teen parents. Starting July 1, 2017, a child living with a teen parent in a whole family foster home is paid at the uniform rate. From that same date, a child living with an eligible nonminor dependent parent also gets that same rate.
Beginning January 1, 2022, pregnant minors and nonminor dependents get an expectant parent payment for the three months before the birth month. The state automates this payment on July 1, 2023, or later when CalSAWS is ready. Before automation, counties must pay a one‑time lump sum equal to three times the monthly amount in the month three months before the due date, or as soon as they learn about the pregnancy, regardless of foster care entry date or pregnancy outcome. These payments are not prorated and are not collected back as overpayments.
If this law raises local agency costs for 2011 realignment programs, it applies only when the state provides yearly funding for the increase. New or higher local service levels above funded amounts do not require extra state reimbursement.
