Plan-level coastal review for campuses

The Coastal Commission reviews full campus and public works plans instead of only project-by-project permits. If a local coastal program is not yet certified, the Commission checks the plan against state coastal policies in Chapter 3. If a local coastal program is already certified, the Commission can certify a plan only after full consultation with local governments and only if the plan matches the local program. Universities must work with local governments to make long‑range plans fit local coastal programs. After a plan is certified, later project reviews are limited to conditions allowed by law.

More public info on campus projects

Before plan hearings, applicants must give detailed environmental information so the public and the Commission can review it. The Commission also posts campus and public works plans, amendments, and notices on its website. Each post shows a description, status, any conditions, and how long approval or denial took. The site updates at least monthly.

Transit over parking in campus plans

When reviewing or changing a university’s long‑range plan, the Commission puts active and public transit ahead of new parking. For student, faculty, or staff housing in a plan or under plan review, the university decides how many parking spaces are needed. The Commission defers to the university’s parking count for those housing projects.

Faster minor changes to campus plans

Universities can amend certified long‑range plans, but changes take effect only after Commission certification. The Executive Director must decide within 10 working days if an amendment is de minimis. A de minimis change has no individual or cumulative impact on coastal resources and follows Chapter 3 policies. De minimis items appear on the next regular Commission agenda. If fewer than three members object, the change becomes part of the plan when that meeting ends. If three members object, the item goes to a public hearing under normal rules or returns to the university if requested. Time limits for processing start on the objection date.
