Beginning January 1, 2031, the law sets new school zone speeds. It is 20 mph when beacons flash, when signs say children are present and kids are there, or during posted school hours. A school zone means the road within 500 feet of school grounds. It stays 25 mph in business or residence districts otherwise, and 15 mph at certain crossings, intersections, and alleys. Children behind a fence or barrier do not count as present. The old section remains in place through December 31, 2030, and is repealed on January 1, 2031.

Local 20 mph school zones and sign rules

Local governments can set a 20 mph school zone by ordinance or resolution until January 1, 2031. They can also lower speeds near schools if an engineering and traffic survey supports it. A 15 mph limit is allowed on small two‑lane residence‑district roads posted 30 mph or less, with 30 mph just before and after the zone. School warning signs for 15 mph can be up to 500 feet from school grounds; 25 mph approach signs can be 500 to 1,000 feet away. Caltrans must approve signs on state highways, and locals must reimburse Caltrans for any costs it incurs.

Reimbursement if state mandates add costs

If the Commission on State Mandates finds this law creates state‑mandated costs, the state reimburses local agencies and school districts. Payment follows the standard Government Code process. The law itself does not provide money unless the Commission makes that finding.

Longer timelines for speed enforcement surveys

To use radar or similar devices for tickets, a traffic survey usually must be within seven years. A registered engineer can extend an older survey up to 14 years if the roadway has not changed in key ways. This extension does not apply on local streets, school zones, senior zones, business activity districts, or speed limits adopted under Sections 22358.4, 22358.7, or 22358.8. Officer training and device calibration standards still apply.
